“Ignorance of the law is no excuse!”

Should people be prosecuted for breaking laws of which they are ignorant? Do they have the responsibility of knowing every single law in existence everywhere they go, despite the fact that no one person could read and keep up with all these laws in a lifetime? Please explain.
